Although your resources determine your speed in progressing through the game, the population is still the backbone of your kingdom. Then like the leader that you should be, play around with the tax rate that your kingdom will impose on its subjects. The rule of thumb is that the higher your tax rate is the lower number of actual people will be willing to live in your kingdom. If your tax rate is at 10% then only 90% of the allotted occupancy rate will be filled up.
